Research on Discharge Permit Allocation in Lushui River Based on Environmental GINI Coefficient

Water pollution is the main cause of global ecological degradation and seriously affects people’s water supply. In order to respond environmental protection policy provide management departments with a basis for refining quality, this paper uses Gini coefficient (EGC) method based on four indicators, such as capacity, population, land area, gross domestic production (GDP), represent social, economic, factors, respectively. After optimization, COD, EGC area was 0.30, population 0.21, environment capacity 0.02, GDP 0.45, sum 0.962. From result, we can observe that change in each indicator not very considerable. Hence, most significant GDP, higher rate than other criteria. Then, AND, TP discharge allocation models were constructed obtain total allocated permit Lushui Basin. The results show allocations AN, Basin are 51,483.304, 843.119, 340.926 tons/year, Based GIS spatial analysis technology, distribution unfair factors inequity investigated. Finally, reduction measures proposed implement supervision improve management.
